The phrase 'by two immutable things' refers to God's promises and His character, which are both unchanging and trustworthy. This attributes to God's immutability, meaning He is incapable of lying. This assurance provides believers with 'strong consolation' or a deep comfort, knowing that God's promises are sure and reliable. The mention of 'fled for refuge' evokes the image of seeking safety and security in God amidst life's trials and uncertainties.
